It's that no one cares about out of combat move speed especially with how much fighting is encouraged in season 6. The only time you aren't in combat anymore is pretty much just when you are walking out of base. Why not reduce the move speed the Air dragon gives but make it be in combat too. Right now it gives 15/30/45 out of combat move speed. Why not change it to something like 10/15/20 or 10/20/30 permanent move speed?
