What if Riot just stopped buffing champions at all?
Just nerf champs that are OP and that it. Would the champs eventually just balance out? Would the damage curve eventually correct itself? Hmmmmmm...

The short answer is no.
A lot of people talk about damage creep in the game. Maybe instead of the constant nerfing strong champions and buffing weak champions there could be more balance by simply nerfing strong champions down to the level of what many consider to be weak. Of course that's a lot easier said than done though xD.
When you nerf the strong ones, the others that the strong ones were oppressing will rise into power. Games like this can never be balanced 100%
