What counters Vladimir?
I'm not saying he's overpowered, but I really don't know how to counter him. What type of champs should I pick against him?

I'm not a mid/top main so I can't tell you what champs to counterpick but based on his mechanics, don't let him Q you, especially when his "resource" bar is full, it becomes empowered. You can tell when his Q is coming off of CD based on whether his resource bar is at 50% or 100%. The more CDR he has, the faster the bar will fill.
You can also dodge his E by blocking it with a minion. You can also counter Vlad by buying items with Grievous Wounds 
for AD, 
for AP, 
for tanks, and their upgrades. Grievous wounds reduces all healing by 40%.
a champ with a tether some grievous wounds and if you can get it 
because mid to late game i'm pretty sure his q cd is lower than 4 seconds

Literally all you need to render him irrelevant
People who can jump on him and stick to him pass his w. I like using swain with morello to cut healing.
I usually win lane pretty hard as Yasuo vs Vlad
and 
as either one as jungler or toplaner is torture for him. He has no dedicated disengage tools and has extremely long cooldowns that get him punished heavily in his down times. While his blood gauge is filling, his Q is on cooldown, his W is a 20+ second cooldown and his only defensive tool at all, and his E damage is negligible early.
He eats it hard to cc-focused engages like the two mentioned, but all the same is weak against the rest: 
If mid lane 
Kites him like crazy and her poison helps keep his health at manageable levels and once you get morello he really starts to get shut down
Vlad in the mid lane straight up loses to Leblanc. Also, I struggle with Brand but its not a near loss like Leblanc.
also you have to shit on him early because late game vlad WILL 1v3
