What Specifically are First Strike Cards
What do First Strike Cards look like? Where will they be located? Will they be there even if you're not using the skin or the champion? Will they remove the mastery feature in the loading screen?

Look here. You'll see that the loading screen splash art for the skins has two versions. The first strike have a special border around them. You can get the border by buying any of the project skins until I believe Monday. Then they'll be out of the store until the 17th where they will go on sale.
