Vlad's damage and healing

Is it just me or does anyone else think that 's Q damage needs a good double-digit percentage nerf when he reaches his second bar? Like WHY is it 85% bonus damage when that's literally the same as a axe? Why for pete's sake do we have champions that can nearly half your life with one ability?

On top of that Vlad's E damage is just as ridiculous. Why can't they nerf Vlad to where he is just buried and never to come out again?
