Champion and announcer voice packs

I know we all like to hear the champions in different languages. I was wondering if it was possible to get some sort of downloadable voice/announcer pack or an option before or after we log in to change the voice/announcer pack to some other country.

Like I would absolutely love to switch to the Japanese voices to hear Anime voice actors.

Seems like a lot of people would love to get their voices without having to transfer, the lag, and so on.
