Scuttle respawn times

they feel off, sometimes i take scuttle same time as enemy jungle but other scuttle spawns faster than the other and it isn't consistent on what side.

can anyone explain how the scuttle respawn timers work now

edit. if i had to guess i would guess that the one that was killed after the first one spawns much later
