I don't feel like Nocturne is balanced when it comes to him being an " assassin"

Nocturne's kit feels like a utility towards himself than towards enemies.

For example, Nocturne's Q does inflict damage but not a lot, it just gives him a good AD boost but for a short amount of seconds, it is also a skill shot which is pretty slow and easy to dodge in a far distance. Nocturne's W gives him an Attack Speed passive boost and a shield that blocks ONE spell for a tiny amount of seconds, that's it. Nocturne's E had a recent buff where if an enemy is feared he has a movement speed boost but it takes around 2 seconds or a bit more for the enemy to be feared but an enemy can easily disengage from it. Nocturne's R is NOT global, it's radius is pretty short for a skill that has a LARGE amount of cool down, making it stressful during beginning/mid game.

Basically Nocturne's kit gives him AD, MS and AS but isn't doing much towards the enemy who can out run and just needs one simple dash to escape from nocturne.

Compared to Assassin's such as Talon, Akali, Fizz, Katarina, And Leblanc they are able to BURST down an enemy while nocturne can't burst anyone because it will take him 4 - 6 basic attacks or more to kill the enemy. Not only that, he is such a squishy champion to a point where he can die easily in a 1 vs 1 to anyone unless he's fed.

Talon only needs ONE item to kill any champion with his full combo(this goes for other assassins as well), while nocturne relies on so much items to ensure he can sustain well :/ Nocturne can't burst at all and his group fight is horrible since he's squishy and easy to pick off.

It's as if nocturne was made to be a split pusher than a team fighter and that's not right.
