Not going to lie, a 2.5 second silence does sound pretty long and Garen is pretty strong now with his passive scaling to his levels. But honestly, Garen isn't the best of champions early game and as others have said it's the only crowd control he's got. Furthermore, he's got to get to you first.

If I reduced the duration to 1 second and took away having a good passive I could turn this into talking about Talon. I'd get downvotes for truth but you know just putting that out there.

Why? He has to walk up to you in order to do it. If you have proper positioning he should have a very difficult time silencing you and surviving to tell the tale.
