Bring back Rune Crafting
For those of you who are relatively new to League of Legends, about 2 seasons ago we had this thing called Rune Crafting. What it was, was you'd take 5 runes of a tier, and you'd put them together for a random rune of the next tier. It worked for the purpose it was intended for, but Riot got rid of it in favor of making Tier 3 runes cheaper. Now, I've been playing for 3-4 seasons now, and I have hit my rune cap. I had to drop a Player Support ticket in order to get rid of all these Tier 2 runes I have sitting around. They are completely useless once I replace them with Tier 3 runes. I suggest either bringing back Rune Crafting, or, now that I think about it, a different iteration of rune crafting... Instead of before, where you simply got some random rune, why not create a system where you could take two T2 runes and use either IP or blue essence and a sacrificial rune to combine them into a completely custom T3 rune that has some of the stats from both used runes? All you'd have to do is find what percentage of the runes creates a balanced rune that gives the regular T3 runes a run for their money, and work from there. I doubt it'd be too hard to code, especially when given the existing code, and it would give T2 runes a use beyond "learning point up to level 20, useless rock that sits in the way once level 30 runes begin populating."
