Why is Tank Teemo allowed to be a thing?

Seriously. I played Vayne against him, outfarmed him, and was doing great until a Graves came in and smashed my turret with him. He built 0 damage while I had completed a Blade of the Ruined King. So why, for his first kill, after i condemned him to a wall after he blinded me and we both waited out the CC, was he able to kill me with 2/3 his HP intact, even though I had minions on my side and had maxed Silver Bolts? Is this the way Teemo was supposed to have been played? No, he didn't have Thornmail. No, he didn't have any damage. All he had was a bit of armor and Exhaust. So why is this allowed to exist?

it sounds like Exhaust is what killed you, not the tank build

Exhaust+Frozen Heart (which seems to be what he built) are vayne killers he doesn't look like a tank teemo though

Your rune pages suck. His, apparently, didn't.

See, I can't be sure what this Teemo did, but you have no MR in your pages, so with 10 MR penalty from exhaust, precision and magic penetration marks he easily could have penetrated your MR to 10 or less, depending on which level he was when you fought. Considering you was exhausted, it's not surprising you died before he did.

Because smart enemies can counter his AP counterpart with one item. item 3364

So they tend to build tanky/on hit Teemo so they can still be useful somehow in team fights or even for split pushing.
