Mastery Levels 6 and 7 pay to display?

So.... I'm wondering if mastery lvl 6 and lvl 7 are pay to own.... As a gift to myself, I bought some Riot points and some hex boxes and some keys, and got all the material I needed to get Tahm Kench to lvl 7. Yay. So now I'm on the cusp of getting Poppy to lvl 7, but I have no blue essence. Through playing normally (I play normals and about 15 to 20 matches throughout a day since I work from home), I've gotten a hex tech box here and there. No keys or key fragments....... so is the only way to get the rest of the materials I need for the fancy little blue ribbon is to buy more Riot points to buy more Hextech boxes/keys?

You can use IP to purchase a Mystery Champion Shard (1700 IP) from the shop. It's there specifically to make it possible to acquire large amounts of blue essence without being forced to spend RP.

Key drop rates get progressively smaller throughout the month and then reset entirely the next month. One day will just roll around and you'll get 3 key parts to drop in 5 wins or something... Then a couple more drop over the next few days and then you wait another month for any more.
