Tournament Draft Mode

I tried looking around and I might have missed it, but I was looking for some clarification on tournament draft mode in customs.

I'm pretty sure it unlocks the pause feature. Does it unlock ALL champs for every player as well? What other feature are in tournament draft mode / what are the difference between tournament and normal draft modes.
