When should i play Soraka?
So, as i have posted before, i really like the new Soraka, but now i have no idea when to pick her. What adcs are good with her? Who is she a good counter for? When will she really shine?

You use her when you're against a poke lane. Poke is weak to heal, heal is weak to engage, and engage is weak to poke. That is typically how it goes.

Not necessarily. You forget that Soraka has a difficult time healing herself in the early game, before she gets some ranks in W, some AP and mana to keep up Q spam.
I would recommend picking Soraka into hard engage lanes instead. You want them to focus you, since that relieves pressure from the ADC. If they choose to focus the ADC instead, you can be an insane nuisance by healing.
I guess i am looking for a more specific answer. It seems like her heal is useful in most situations, but doesnt shine in any particular matchup. Same goes for adcs.
This really wasnt a very helpful answer.
She is pretty flexible. Her silence lets her best be used against caster-carries like Lucian and Ezreal, who rely mostly on their spells for damage.
It's less about the AD carries, but of the rest of the teamcomp. You should definitely think about picking her if you got a Jarvan in your team. (Silence enemies inside his ult who than can't flash out and are 100% rooted)
In lane she does decent against strong bursters with a strong DPSer on her side.
The "poke is weak to heal" "heal is weak to burst" doesn't apply here due to the health that is being sacrificed. Without AP you're basically not healing you carry, but adding your health regeneration to him. With its short cooldown it's perfect for stopping a kill attempt and the aftermath, but continious "healing" will get you into trouble.
I found that the new Soraka is a good counter to assassins.
Equinox is good against burst (mages) and mobility (adc), but assassins especially rely on both.
And her Heal becomes borderline rediculous when you have a Kayle or a Nidalee in team as well.
I've noticed she's a great counter to aggressive lanes as well. Thresh if it looks like he's getting into position to hook, you can just place a silence zone on him to give you time to escape.
