Quinn and Valor, do they make sense

So Quinn is kinda a strange champion who is a adc-ish assassin usually top champ. One way that I think she could be fixed is if her and valor's kits were swapped around some. So currently Quinn is ranged and is more similar to ADC but has more burst damage than Valor with the passive and the e passive reset. Valor with no passive, a more assassin style kit with high speed and gap closer e has the w passive of increased attack speed, more of a sustained damage, adc type passive or active.

It just seems strange to me that the melee form has higher sustained dps, which would be easier to deal from safety from range and the ranged from has burst damage. Should the different forms have more synergy?
