CD on AP items

Cd is important to a lot of champs, but is extremely relevant to safe/stationary mages. But there are ap champs that are a lot different than those mages that should be itemized differently. Therefore there should be more strong AP items with no CD or take CD off some items that already exist. The main goal being leveling off the effectiveness of these mages in the** late game**, while helping riskier ones at the same time. Make CD more precious and/or give more potency to those who need less of it. Giving everyone both is not good bc it takes away from the diversity of the group, and overly benefit safe ranged spam. This also shows how unique Viktor is, but that is a whole other conversation.
