yes he is, but not in a meaningful way. the problem isnt with his numbers being too high, but the lack of counterplay to his flash ult bullshit.

the lack of counterplay of getting ulted back to back to back nerfing the cd of his ult so people cant just spam ult qq as much

an increased cooldown doesnt add counterplay to his flash ult combo.
since flash has a longer cooldown than his ult already, this will change literally nothing to whats frustrating about the champion.
