Jinx Passive Get Excited! QOL Buff. Move through Units.

I saw some recent Buffs on the PBE for Jinx about lowering the CD on W. Riot has already stated that her damage seems to be in the right ballpark so I was wondering if Jinx's Passive can grant her the "Walk through units" passive while she's excited. There's been many times playing as Jinx that after sieging down a turret you'll want to run somewhere and I find that all the stacked up minions can really interfere with your pathing while the movespeed buff is decaying.
