Reporting Players Post-game

As a draft pick player, I've had a few people that I've had to report for this or that. And, as a ranked player, these people are players I am able to queue with. I've had occasions where, after reporting a player for this or that, I've seen them on my team the very next game. Can there be something put in place to prevent this?
