AP itemization isn't ready for the new Mordekaiser Rework.

Mordekaiser is supposed to be our AP Juggernaut. Overall the Rework and new model design looks really good.

HOWEVER 2 things are a problem:

First of all is Mordekaiser new E, giving him 25% magic penetration and also allowing him to catch people like a Darius E but a lot easier to hit.

As a Juggernaut, Mordekaiser should go for a medium AP build while retaining some tankyness...However the problem is that nothing will stop him to buy Void Staff which can allow him to reach 65% magic penetration, being able to fairly easily one shot squishies. This needs to be adressed. The AP itemization is too basic and offers no distintive paths depending on the classes of the champions, which is also the reason why some champions seem overly borken at times. Nerfing base stats wont do anything other than kill a champion and rip their status. You can argue that Darius also gets % Penetration through his E, however, darius actually has to get 5 stacks of his Passive to start hitting strong and has a low range of agency, while Void Staff is essentially straightfoward with no limitations plus with this new E and the movement speed buff on the passive, he is a lot more mobile than he seems.

Secondly I'm worried about Mordekaiser ult and on how it can break the game with this new client. Pro Play is plagued with pauses and Client issues, normal players also have a enormous amount of issues with the new client. My question is, how well prepared is the client for this?

Not really. His only burst comes from his E and his Q, and while I expect his Q to have a solid ratio his E is unlikely to. Both of these look like he can miss as well.

His pattern seems to indicate that a lot of his damage is locked up in his passive, which requires three hits to trigger than then deals damage over time and damage with every auto-attack, suggesting that he's more a sustained threat than a burst threat.

The game will stop that. His E passive plus Void Staff is 55% penetration.
