Items Based on % Base Stats?

I've come to notice that a lot of balance issues come from champs of one group abusing overtuned items meant for another group. I've seen this enough times for me to wonder, Why don't we have any %base stat items aside from AS, and Resource Regen? I believe that if we moved some power from items into champions base stats then %base stat items would prevent issues like tank Ekko and Fizz as a tank build wouldn't be as powerful/viable.

For example let's pretend that we have an Akali and a Galio who both buy a hypothetical %base armor itemitem 3084 that grants +50% base armor. Lets assume that champions base stats have already been adjusted for this concept.

If Akali has 40 base armor then she only gets 20 more armor for a total of 60 armor (40 x 1.5=60). item 3084 would only give 20 armor

However if Galio has 100 base armor then he would get 50 armor for a total of 150 (100 x 1.5=150) item 3084 would give 50 armor

This would mean that this item would be better on Galio than Akali since he would have the base stats to fully appreciate the item.

Important Note: This would only affect BASE stats so even if you had 1000 armor in game already but your base stat is only 100, you would only get 50 armor from our hypothetical item.


You can apply this concept to other stats and it should work out the same.

Important Note 2: **This would not replace all flat stat items like item 3157 and item 3174 **. This would instead seek to make items dedicated to certain groups better for those groups while preventing abuse by other groups.

This is only a suggestion and is not fully thought out so there might be some drawbacks that I have not accounted for. Any feedback would be lovely!

Ive actually brought this up a few months back and agree with you. Although i say go farther and give champs ap as a base stat. Then make ap a %base stat
