To put it simple, it's pretty fucking useless. I mean, it's only a 8% movement speed increase for allied champions that are within a certain range of her and even then it's only if they're walking towards her. As a squishy ranged support Janna is almost always going to be on the backline making her passive utterly worthless on her. Instead could you just make it where all allied champions get the buff as long as they're within range of her. I mean, Nami basically has her same passive but better. Even better you could add to it making it not only increase the movement speed of all allied champions within range of her by 8% but also make it slow all enemy champions within range of her by 4-6%, not to much but just enough to make a difference. Not to mention it would make her a lot more interactive and keep people who play Janna from just sitting on the backline and shielding their ADC, now they would have to participate in fights. Trust me, I'm a Janna main to, M7 and over 400k on her, and in the end all Janna really is is just a Soraka with shields and more CC.

This is just another idea but maybe completely change it to something more defensive based, like enemy champions near her have their attack sped decreased slightly or all allied champions near her have increased armor and magic resist. I still like the whole "all enemy champions near her are slowed" idea the best though.

the passive is meant to be used to help disengage or when Janna is taking the charge. Janna herself is pretty fast so it's not unheard of for her to be ahead of her team granting the bonus MS when her team is engaging and when the engage is started her teammates can just run towards her and take advantage of the extra MS to dodge skillshots when retreating or to get close to her faster so she can shield and/or ult to save them

this is not necessarily true.

Despite what Janna mains and co. will tell you, Janna is still a peel / disengage specialist.

Being behind her allies allows her allies to disengage better, giving janna another vector of asserting her dominance as the queen of peel.

It used to be global movespeed, then it was movespeed in a radius, and eventually bumped down to only moving towards her, just since it's one of those things that are actually quite strong but no one appreciates (which is somewhat fitting for Janna in general), so riot tends to trim away power that people don't 'feel', particularly when it's strong.

As it stands, it's useful for shaving off a few seconds in getting back to lane, helping people get out of trouble, and also occasionally for leading the charge towards contesting baron/drag. She'll probably doesn't want to initiate the fight (maaaybe preload a q), but she can certainly lead the way. Her passive is probably the aspect of her most suitable to be reworked if she ever does get an update (enchanter class update maybe), but the issue with it is not that it is worthless, but just that it often feels worthless (similar to cloud drakes being statistically as impactful as infernal/earth, yet almost everyone felt cloud was useless until it was buffed, and even now people probably still prefer combat drakes).

Also, a Janna who only stays in the far back and shields is pretty meh. It 'works', but she can certainly be a bit more involved in dropping in w's on suitable targets and positioning more in a the thick of things for more encompassing ult usage. She's super squishy (especially if she's using her peel on allies instead of herself) so getting into the fray is probably more risk than reward for people who don't know exactly what they can get away with, but high elo Jannas are going to be participating much more heavily in fights than low ones. She's a goddess of peel yes, so people tend to think she should sit on top of the adc so she can peel them once they get dove, but it's quite possible to be a bit more proactive and stop the dives from even taking place. (Or at least, that's been my take on things as someone with over 1.1mil Janna mastery.)
