he just really isn't broken/busted/op, he can be countered easily (just dodge q) and built against easily granted his passive is a little dumb and should have its max hp damage lowered a bit but that's about it, you can't do damage without hitting your q
idk he is a strong lane bully but i find him a lot easier to deal with then old aatrox.
i feel he actually has counter play now.
IMO, the only reason why 
is decent right now is because of how games in general goes, instead of being caused by his kit and numbers. Nowadays, anyone who can snowball from lane phase while having safe trades early like him have an huuuuuuuuge advantage against people who scale late (like almost more than half of the whole top lane roster).
People who lane against him expect to be able to safe farm until their junglers hand them over a kill after 3 minutes. They don't seem to understand that the only way to win against him is to either outlast him or safely harass him (Which seems very very hard for a lot of people, who don't seem to understand that 80% of his damage can be dodged just by doing happy feets). So, since they don't know how to fight him early, they just end up making him snowball and since games are over in barely 20 minutes, they rarely have the occasion to outscale him so they just go "Oh wow Aatrox so OP no counter"
I just think his Q is way too strong early game, he can get so much damage with 1 ability that it's crazy. Talon already has a broken level 2, but Aatrox's is just much stronger.
Also I don't like his ult xd
