Aftershock, the only Keystone Rune unable to be proced by every champion

Every Keystone can be used and activated by any and every champion.....

except Aftershock, which is limited to Champions that are capable of applying Immobilizing CC.

I have always thought that the point of Keystone Runes was that they could be USED by EVERY champion. Thus, the point of Riot improving "diversity" of the runes. Yet, they hinder the Resolve Tree's diversity with Aftershock, which is limited to Champions with Immobilizing CC.

I can pick Garen, and use ANY Keystone rune I want... EXCEPT Aftershock. I mean, not every rune is viable, but I can still pick any of the 4 Keystones from the Precision Tree. I can pick up any of the 4 Keystones from the Domination Tree. I can pick up any 3 Keystones from the Sorcery Tree. I can pick up any 3 Keystones from the Inspiration Tree. But Resolve? I'm stuck with only 2 of the 3 options for Keystones that I am "capable" of proccing.

Why is the Resolve Tree's diversity hindered by Aftershock? No, I'm not asking for Aftershock to be buff, I'm asking why are we more limited to our Keystone Rune options than the other Trees?

Technically, you COULD use Aftershock, but Riot won't let you take the Keystone.

In general I disagree with the game automatically swapping out "unproccable" Runes. If somebody wants to try, then let them try. Meanwhile nobody was bothered by all the (new) Garen running "Courage of the Colossos" in Season 7...

I mean there needs to be an exception gaining like 100 resist is a little strong no? It needs to be instant it's for engaging champions like tanks because if you needed to say auto X amount of times might be too late and you never get it off and die from engaging.

If everyone could take after shock it would cause more problems than it's worth.

I don't see the issue tbh. it is true that other runes can be activated with every champion, however, most of them are just as useless for certain champions as using aftershock without cc.

It makes sense because cc abilities usually trade off damage, so this adds a small amount of damage and a high amount of tank stats in place of that damage. It encourages a sticky tank play style, however it's abused by tons of champs that have cc, especially assassins looking for the free stats.

Champs like Garen can't proc it, but he already has his w which is an active period of damage reduction. He also just has a lot more damage in his kit than what this rune is intended for, but there's still pyke.
