It's cuz everyone has to start somewhere and IIRC people start with a silver 2 MMR. If it was lower you'd get smurfs taking longer stomping their way through silver..

(Over Discord) "Oh god, he probably locked Garen just because he read that Garen counters Renekton." "Don't worry, Garen counters Renekton." (Over Discord) "Yeeeep, here we go." "Do you, uh, play Garen though?" "ofc"

Laning phase starts. Almost instantly: First Blood! (Over Discord) "It begins..." (Over Discord) "Yeaaaah, I tried checking his winrate. He's never played ranked before." (Over Discord) "Wait, what? What the heck is this guy doing in our game?"

By the ten minute mark, Garen had fed six kills and went AFK.

Had this happen to me earlier, actually. :/ Still kind of salty about it. My support was so fresh faced to level 30 that lolking and OP.GG thought he was still level 26. I get to looking on the league client after the game though and this was only is second placement game. So of course, he should be in my promos for silver 3 right?

Yep. Everyone starts silver 3 at the start of their first promos because Riot thinks that's the baseline apparently? it's not fun for either party.
