Ornn ultimate

I was curious that Ornn in the past, was his ultimate reactivated by using his 3rd Ability, his E? I remember that when I played him I could not recast his ultimate, but to push back the ram, I would have to use his E and not repress his R. Did they change him without me knowing?

His second cast of R used to have a cast time (which as since been removed), which might have made it feel more like casting E, however it always involved double casting R.
