Riot leaves this champion pretty much unchanged since release and now encouraging players to pick her up by releasing new skins. Riot knows she's the single least fun champion to play against and wants players to feel bad.

I wouldn't say Zoe was left "pretty much unchanged", she's been on a roller coaster of buffs and nerfs since her release, precisely because balancing her is so difficult (and so because her design is fundamentally broken). If you look at her change log, it is very extensive for a champion released less than a year ago. The fact that she remains so oppressive despite having received so many nerfs (and some pretty harsh ones too) goes to show just how ridiculous she was on release, and how long we still have before she's in any kind of acceptable state.

"leaves the champ pretty much unchanged since release" checks the multiple patch changes yup..def pretty much unchanged. Maybe they already had a concept and theme that fit her and the poolparty lineup better than other champs did. Cuz sure, other champs are in a more dire need for a new skin (A. Sol, Taliyah etc.) but sometimes other champs already have a concept nailed down and ready to ship. Along side the monetary aspect.

The problem isn't her numbers, its her kit, its the same problem that can make blitzcrank feel stupid but on steroids. You can kill zoe a million times but if you are hit my her e mid/late game and you arent a tank, its almost a guarenteed kill. And when shes ahead with some cdr, its one of if not the most frustrating abilitys/kits to deal with in the game.
