Game play and Balance should be regional,not global

Recent nerfs to veigar attribute an interesting characteristic that these nerfs were not warranted because of players in NA,as he has never been a problem child mid laner unlike ahem . The meta game in NA shouldn't dictate how Turkey plays their game,nor should Korea affect Russian meta game. Riot's obsession with creating a balanced meta game leads to a very unbalanced regional scene,as some nerfs aren't directly calculated by region.

And sorry but if it is true that they already do this,then veigar nerfs are a true sign that the Gameplay and Balance department are incompetent in a sense that they don't think of ALL players.
