How Ryze Outrading with Tank items?

i dont get it.. first he outrades in lane with just and he has a great wave clear now. then late game its absurd he buys impossible to 1 v1 him since he just melt ur hp bar like full ap mage with tank items and be tanky af, even in teamfight he just melts everyone just doing point click combos. this really needs to go away. please nerf his ap ratios so he can be punished for going full tank and trying to one shot everyone.

I mean, only one of those is 100% a tank item, being Frozen Heart. RoA and Seraphs are both damage items (with RoA speccing into AP fighter itemization), and Abyssal Mask is kinda a mix of offense and defense, as while it doesn't inherently give damage in stats, it's passive aura greatly increases damage if you're in its range, a range that Ryze can possible take advantage of (especially when he's opting into a more AP fighter type build).

Also he gets damage from mana items, sooooo
