@Meddler why further reduce Garen's Armor reduction to 25% from 35% on PBE?

Did you guys decide 35% was too strong or what and now decided 25% is appropriate? I mean Renekton gets 35% Armor Reduction on his E. Trundle gets 40%. Wukong gets 30%. Its like you guys randomly look over numbers and decide we just don't want Garen to be in too good of a spot so even when we give him a decent change it shouldn't compare to these other champions. I mean he's already horrible enough that he doesn't offer any incentive to be picked. Now the only "buff" you guys planned on giving him for like half a year is going to be subpar at best when compared to these other champions who already do the job better.

So what gives?
