Does Nautilus need the PBE buffs?

Does need the buffs on PBE? He seems like he is in a pretty balanced state since his winrate is almost 50% for all of his roles. I love playing him but I am a little worried that these buffs may push him over the edge and cause him to get nerfed again in the future.
