How long before I see myself improving?
I've been playing for months and I feel like I've regressed in skill level and cs. I really am considering giving up before I just can't take losing lane to a mistake I've made anymore.

if you really wanna motivate yourself and commit to improving watch some VOD's by LS who talks about wave management and matchups + lane positioning
Sadly, it's unlikely to happen until they make BIG changes. Right now, the game is so out of whack that it's really hard to measure anything. Games are matters of random chance at present. I wouldn't feel too discouraged about feelings of regression for that reason. You haven't regressed, the game has.
