Small Issue With Champ Select

This is not a major issue but I am tired of getting into champ select and getting top or jungle, and then have someone dodge find another match right away and get support/auto fill. I believe if some one dodges there should be a time limit that you will not get auto fill so you don't screwed over of playing the role you wanted had then taken away from you because someone didn't want to stay. It is something that I have had happen to me to many times and after seeing three dodges in a row and a player goes from top to support to adc there has to be something wrong with the que if they get changed three times in a row.
