Question about stacking movement speed with Runic Echoes

So, I was testing a full movement speed build with the new AP jungle enchantment, Runic Echoes, on Ekko . After buying RE, Lich Bane, and full boots, I had 443 flat movement speed. I decided to buy Dead Man's Plate, which reads to give a full 60 MS buff when at 100 stacks. After reaching 100 stacks, though, I was only left with 490 MS.

Is there something I'm missing? Thanks for anyone who knows.

At certain tiers of movespeed, movespeed gives less movement. I forgot the thresholds counts but once it's close to 450 don't even bother.

Movement speed between 415 - 490 loses 20% effectiveness. Movement speed above 490 loses 50% effectiveness.
