Would Skarner be a part of the smaller Vanguard changes?

Riot has said they wanted to make Skarner less of a juggernaut and more like a Vanguard if they had the chance in the Skarner discussion a few months back and he was listed as a Vanguard instead of a Juggernaut in the subclass listing.

So would Skarner be likely to get some of the smaller changes?
