I'm not going to call myself Clairvoyant, But for the longest time I was staring at sunfire cape and thought. "If they turned this into a Jungle item, it would be extraordinary good on tanks." And a Season and a half later, Cinderhulk came out.
I will give a slight critique on the RuneGlaive. I feel like it will like it will give AP Junglers a mid game power spike. Using it and one other item. But combining it with one really powerful AP item will give you lots of damage really early on.
"But I can't get Lich bane." This is a very pessimistic train of thought. Partially because I feel like your Undervaluing the spell blade passive that it has. Instead think "I won't have to get a Lich Bane, I can go strait for a Deathcap, a Ludens, etc." doubly so now that your not reliant on a mana Item.
"It should have Scaling AP." I have a number of answers to this. 1) It really shouldn't have scaling AP when it already has a spellblade passive that does Scale with AP. 2) Shifting it's power late game, it would have to compete against Cinderhulk and Devourer. And if it did that, There would be fewer reasons to take AP over say a late game scaling tank. The item has More Identity as an Early mid game power spike.
"Make the Item more Slot efficient." Their are a few reasons why this isn't a good Idea. First of all, you don't want to make the enchantment any more expensive than it already is. Junglers are Reliant on their Jungle item, and making that Item harder to get makes it all the more problematic. This only works on Cinderhulk and Devourer because they they take time scaling to become slot efficient. And they do take time. Cinderhulk needs like 3-4 other items to get an additional 500 health. But again, I argued that the AP item shouldn't compete with Cinderhulk or Devourer, but take up a different power spike.
