No he deserves a full rework. Not that half assed shit he got. Revert will not solve his core problems.
Because meta changed a lot and if you just revert shaco he will be permaban for sure.

Because we want to see a FULL rework on shaco rather than a revert. Even old shaco his gameplay as AD was stale.
