Rune Pages for the less fortunate

I think rune pages since they are a vital part of the game should not cost 6300ip if you must make them cost ip make them cheaper so the people who are just reaching level 30 have a way of actually utilizing multiple roles instead of them only having 2 pages. usually one being ad and one being ap, they get the ability to make more rune pages so they just dont onetrick a champion and or a role
