Lots of people are raging about how the PBE changes will make ADC's OP and are threatening to quit just based on this.

The entire game ecosystem is changing (masteries, adc items, champions base stats, lots of heavily and moderately reworked champions, changes in item prices and stats, etc.). We really won't know how the different champions sort out until after a lot of preseason games have been played. It looks like tanks have been nerfed, but I'm not even sure about that.
The PBE changes are PBE changes. The game needs to improve and so requires big changes. But big changes are difficult to balance on arrival. it will take some time go get the balance right again as it always does in preseason (remember league of clever?). This is why it is the preseason. Complain only if you want the game to grow stale.

Relax.

I would not even say that. Sure, tanky items get a notch more expensive - but, then again, so do ALL items.

The change to bonus armor penetration is a buff for all but the most extreme Armor stackers.
New masteries are less offensively oriented, meaning that most bruisers can afford to deviate going majorly offensive tree in the masteries.
A few tanky items got numerical buffs (+5 Armor on Ninja Tabi and +50 HP on Funfire Cape, for example).
Tenacity was nerfed - CC, a mainstay of tanks, is more impactful.
A Keystone mastery gives you 4% damage reduction.
