What exactly is bard's role?
Some games I see he is like an extra jungler where he wanders to mid lane to get a cc gank, and others don't go very far and stay in lane, is there a way you are supposed to play him?

To be everywhere. To gank everything. To always be there for the ADC, just in time to save the day,
To Tilt their mid, and ward their jungle, And kill their top, and maybe, maybe, in bot lane stop, (but only just to KS a kill)
To catch their carry, for your team to eat, to peel their bruiser, so your marksmen can hit.
Bard is all things in one, He has no role, he is unique, a special soul.
why this has only 4 upvotes? xd
He's expected to be a roaming support, but it's always situational. Some bot lanes (be it the champ match ups or even just the skill match ups) you don't want to leave alone, so finding good opportunities to roam/collect chimes is one of the things that can separate good bards form bad ones.
to ruin your ranked match.
He is a Roam supp .... if the ADC can manage the lane solo he can freely roam around ... but 90% of the times adc can't manage his lane solo
He's supposed to wander around and support everyone. But in the current meta you wanna stay close to your ADC.
I love bard. Got him recently because I got the bard bard skin and his champ shard back to back in loot.
But yeah, getting your chimes and staying close to bot lane and protecting your adc is a pain
