Your opinion on Energy Regen runes?

I feel there isn't much use for these.

At the moment, I don't think Energy runes are efficient on any energy user, but I don't think they 'should be' efficient either, since that's how their power is gated. If they were too good then Energy champions like Zed, Kennen, and Shen would become problematic.
