How do you play Volibear jungle?

Play him as a tank? What are some recommended item builds? Should the skill order be w,q, then e? Are there any matchups or situations where you'd want to pick Voli? Any helpful tips given will be appreciated.

Yes. Or well, maybe more of a juggernaut type of tank.

What are some recommended item builds?

Titanic Hydra, Dead Man's Plate, Sterak's Gage, Spirit Visage, etc. etc.

Should the skill order be w,q, then e?

Yes, that is the optimal skill path. Your W provides excellent attack speed and damage so it should be maxed first. Your Q provides excellent movement speed and a flip that is amazing at repositioning enemy champions so it should be taken second. However, your E's slow is pretty lackluster and it's damage is laughable so it is more like an utility spell, so it should be maxed last.
