Why can't we trade hextech materials?

90% of people who frequent the hextech system run into 1 of 2 problems

  1. They get all of the chests in the world and no key frags.
  2. They are just drowning in keys but not a single chest to their name. Wouldn't it make sense to have a trading system for this?

you could hypothetically make numerous accounts and trade the free chests and or shards to yourself

Yea I would love this but not to trade keys and chests, to trade skins. I got friends who got skins for champs they don't play but I want. However, this may not be a good idea because it could be abused by people making multiple accounts to have more chances at getting something they want on their main account. I think it defeats the purpose of the system in the first place, which is to give people who can't buy RP a chance to get stuff without interfering with the company profits.
