Do promos not give ELO?

Like honestly... I was Bronze 1 last season. I won promos 8-2, got 1 penta and 3 quadras... I was also on promos last season to, in my mind if I had one enough to get promos and beat them, my elo should have been silver by now.

On a side note.

Why in normals am I prominently matched with gold-diamond instead of bronze-silver.

Normals is a different MMR, so typically higher elo players have a low normal MMR.

As far as your promos, riot basically put everyone a shit ton of divisions lower than they were last year for some unknown reason.
