Why Riot cannot give mmr immunity for dcs/etc. BUT something that they could do...

Everyone hates having games with leavers, ragequitters, disconnects, etc. and there is a large balancing issue on the impact these games have on peoples MMR as they cause unfair advantages for the opposing team.

The main issue is how exploitable this system would be if RIOT did offer some form of mmr compensation for match-specific games rather than server wide issues that result in loss forgiven, HOWEVER that isn't to say that there are no solutions available for reducing trolls.

as we all know, RIOT has a system of punishments such as queue delay timers, bans, etc. that affect repeat offenders. However this system is flawed in that many offenders can and will just hop over to their other accounts or smurf accounts in order to effectively dodge the punishment.

By implementing a 1-2(or a low number) active accounts per access point limit, RIOT would accomplish several things:

  1. immediate increased severity and impact of current punishment system.
  2. immediate reduction/halting of account sharing/buying/selling.
  3. combined with the queue dodge report function that RIOT has said to be working on would drastically reduce queue trolling
  4. many other long term benefits.

Important exceptions and things of note: some countries and areas around the globe have active cafe-gaming communities where people who play League, do so in a rent-time gaming cafe setting. This system would effectively shut out League access in these areas so it would either require an application for exemption where they provide evidence of their being a gaming cafe or simply not implementing it for that region.

people could still play with more than 2(or whatever limiting number it ends up being) accounts at an area if previous accounts that logged into are banned and no longer active.

This would also in effect limit smurfing

Maybe they should be cautious as to how much time they have rented before playing that game. If they were to only purchase 30 minute rent time to play league, that is their own fault. Everyone knows that games can last up to an hour+ in some cases.

I see no reason they should be exempt for their own failure of not watching their time limit.

There are no bronze players in diamond and no diamond players in bronze. Regardless of afk's you are in the rank you belong. One game with an afk doesn't mean much in the big picture.
