Why do mid season class updates exist?

Is it to prevent the game from becoming stale? Because right now I feel like the state of balance is pretty good. I fear that this update will shake everything up.

Prepare to get shaken. Alistar

It is a chance to tackle a lot of similar champion reworks and the related balance issues caused by them all at once, which is a lot easier than doing them one at a time, observing the results for a few months, and adjusting.

Needless to say it is more disruptive, but at least it is all over fairly quickly.

So the game doesn't remain in limbo for a whole years time.

It's mostly this but also because they want to do work on older champions to make their kits more cohesive while carving out an identity for each champion. I'd get used to it if I were you because I'm pretty sure they said they intend on eventually hitting every class with a rework.
