Cull AD increased to 7 from 5 Bonus gold from passive increased to 350g from 300. From pbe Would these changes make cull worth buying on par with DB or long sword ?

No because the stats still aren't as useful as dorans that offers tank more AD and life steal. If they changed the flat health per auto to life steal then it would immediately become a favorite item.

flat life on-hit heals for more in the early game, changing it to lifesteal would nerf the item

But it's horrible early compared to dorans is exactly why you would want it. 5HP will not last long against 3% of lifesteal as most adc's who use it will immediately start getting more from their dorans as soon as they get a BF swords worth of AD.
