Why is it that Irelia builds are always found with NO Armor Pen?

I really don't any point in not using an Armor Pen or Lethality item. She would get screwed by tanks very hard, and by bruisers with strong defensive stats and items such as . I don't understand why Riot would Rework this champion with more damage in mind, without any actual Armor Pen item... Makes absolutely no sense, the OG Irelia had True Damage mind you while also more sustain and tenacity built in. What is up with this champ?

Irelia has magic dmg on hit passive and uses conqueror. No need for armor pen. And you are not supposed to manfight juggernauts and tanky dps. She is assassin/light fighter that for some reason goes tanky and still deals heavy burst (which is a balance team fail, btw)

Why would she buy penetratiom items if she jhas true damage from Conqueror? Not only that but she has mire magic damage than physical to build armor penetration to begin with. And, true damage doesn't sinergize with lethality/armor penetration/armor shred, it makes them items less valuable as they don't do more damage together, just negate each others damage. If you want penetration items on Irelia so badly then buy magic penetration for AP non-Conqueror Irelia.
