Viktor needs more buffs than this...

60% More shielding on Q Lower cooldown on R at levels 11 and 16 That's it, he only gets a stronger shield and lower cooldowns on his ult which don't kick in until later in the game. He used to have more damage and AP ratios on R and 1 second less cooldown on E at all ranks but they were REVERTED for some reason even though Viktor, THE WORST mid laner, desperately needs them.

Viktor never received any buffs for all of season 7

The nerfs on his E delay, Rylais, and hexcore cost were the main factors of why he became a bottom tier mid laner because he no longer has a reliable way to land his damage, making him unreliable and clunky.

It only got worse with Runes Reforged as Viktor no longer as a rune page that best suits him. Comet was unreliable, Electrocute made Viktor take minor runes that didn't synergize with him, Aery was an okay choice but that got nerfed as well. Unsealed Spellbook is the only decent keystone on him but he loses out on a combat keystone. He got even more indirect nerfs with nerfs to manaflow band, sorcery tree, Aery, and single target spells drawing minion aggro. Oh, and Unsealed Spellbook is getting nerfed so there's that.

All mages do Viktor's job but better. Everything Viktor brings to the table, any mage does it better. Poke and harass? Teamfight Power? Burst? CC? Most mages can get back at 900 gold to get a while poor Viktor has to back until he gets 1250 gold for his hexcore which isn't even that good for a power spike because anyone with a brain can dodge aftershock so he pretty much has to PVE with it to clear minion waves but other midlaners can match his waveclear without having to back with 1250 gold . God forbid he gets camped early.

He also has short range in teamfights and unreliable CC. His W is so useless that some Viktors don't take it until level 12 against some high mobility matchups as it has a long arm time, short range, and the stun takes way too long to kick in.

Now let's focus on the buffs themselves. They don't come in effect in laning phase so his weak laning phase won't be adressed. They "buff" his mid and late game but games end quicker so that doesn't have much of an effect. The buffs do NOTHING about what Viktor's weaknesses: unreliability, clunkiness, and weak laning phase.

Viktor is my favorite mage and it's depressing to see him in the state he's in. If they lower the cost of and reduce the E delay, he would be much more viable as the fix the major problems he has. He doesn't need a bigger shield and lower cooldowns on his ult.

TLDR: Viktor is a trash tier mid laner that is unreliable and clunky. Any mage does his job better so there is no reason to pick him over other midlaners. The buffs don't address his weaknesses and are all around useless. Lowering the cost of and reducing the E delay would make him better.
