Xin xhao's crescent sweep (R) to evelynn's agony's embrace (R)

both deal % current hp damage 15% for crescent sweep compared to 25% for agony's embrace both are AOE, One is magic agony's embrace whilst the other is physical. crescent sweeps's cooldown is 120/110/100 compared to 150/120/90 (cresent sweep's cooldown is also lowered significantly by q) agony's embrace has a slow while crescent sweep has a knockback AND as of recently a 0.75 second stun crescent sweep gives 15/20/25 armor and mr per champion hit 75/100/125 for 5 champs agony's embrace gives a shield of 150/225/300 per target hit 750/1125/1500 for 5 champs crescent sweep deals a minimum of 75/175/275 (100% bonus AD) agony's embrace deals a minimum of 0 damage but also has a low and meaning less ratio of an additional 1%hp per 100ap.

who has more burst in their whole kit? Xin-zhao who has more cc? Xin-zhao who has better ganks? Xin-Zhao

Summary: Buff that Awful cooldown on agony's embrace and give it some get rid of that useless ap ratio and put a base damage.

You're probably doing something wrong then, nor taking advantage of people who are unaware that you're there.

Hell Eve made an appearance not long ago during the mid seasonal invitational and performed extremely well

Udyr's R does a lot less than both of those champs.

I really feel that this comparison is poor. One is that their abilities function differently Xin's is to isolate a target while knockbacking back the rest of the targets team or to function as a mini Janna ult. Eve's functions more on giving her a HUGE shield that lets her soak way more upfront damage then Xin ever could. All you are comparing is the damage numbers, which are somewhat important, aren't the real strength of the individual abilities. You need to take into consideration their utility as well.

In terms of being viable, Eve can still be played in LCS which is the highest level of play, making a buff for her unlikely. She has perma stealth making her ability to pick when she wants to engage incredibly powerful. Combined with the fact that she is always stealthed, she creates incredible pressure if you don't have vision of her for awhile because she can always be right there waiting for you to go on your opponent, turning around your gank/fight. As for Xin, his kit is too linear. His playstyle is I go in, I blow my abilities, then either I die or you die. Because of how straightforward his kit is, it is very hard to balance. It is really all about brute strength. If he can do this too well, it makes it so he can easily snowball his team, which makes him broken, but if he is too weak, it means he can't do this, which makes him pretty useless. I feel he will always be in this grey area until RIOT can figure out some kind of rework for him.

Just so everyone know's yes i did compare the damage, but my point is that both spells are used the same way, except one has a minimum damage and a far lower cooldown, as well as more utility.
